Day 28 North Carolina

North Carolina was the twelfth state ratifying the Constitution, doing so on November 21, 1789 in the State House in Fayetteville. The ratifying convention started at St. Matthew’s Church in Hillsborough. It was signed by William Blount, Richard Spaight, and Hugh Williamson. William Davie and Alexander Martin left the convention early and did not sign the document.
