On April 8, 2025, the Purcellville Town Council voted to prepare a resolution to eliminate the town’s police department, a force of 16 officers serving 9,000 residents. This decision, alongside the controversial appointment of interim town manager Kwasi Fraser as permanent, has sparked outrage. With crime rising—violent crimes up 74% and property crimes up 48%—residents fear for their safety, especially as the Loudoun County Sheriff’s Office, already stretched thin, would take over, likely doubling response times.

We the People, the citizens of the USA, have the Constitutional authority and duty to hold our representatives accountable using Constitutional tools and solutions; First Amendment petitions, Constitutional Counties, and Republic Review.

The Purcellville decision threatens public safety. The town’s crime surge has residents worried. The simultaneous appointment of Fraser, whose interim role had already drawn favoritism accusations, has deepened distrust. Loudoun County, despite its wealth, faces governance issues, and this move reflects a disconnect between leaders and the community.

Purcellville operates under a charter granting it authority to manage services, but this power must be exercised responsibly. The Virginia Constitution ensures local accountability and protects citizens’ rights to petition for redress.

At Loudoun Liberty, we offer three Constitutional strategies to act:

1. Use 1A Petitions to Demand Transparency and Accountability

The First Amendment, mirrored in Virginia’s Constitution (Article I), guarantees your right to petition the government for redress of grievances. In Purcellville, this means you can organize and submit petitions to the Town Council demanding they reverse their decision to dissolve the police department. Pursuant to Article 1 Section 8 of the US Constitution one of government’s primary purposes is to protect the citizens from enemy’s foreign and domestic which would be trampled by the council’s resolution.

Our 1A Petition Archive offers templates and guides for drafting effective 1A petitions. We also provide resources to help you rally your neighbors, ensuring your petition has the weight of community support. Imagine the impact of hundreds of Purcellville residents presenting a unified petition to the Town Council, demanding transparency and a reversal of this reckless decision. Your voice matters, and we’re here to help you amplify it.

2. Establish a Constitutional County in Loudoun

Second, advocate for a Constitutional County in Loudoun. This framework ensures policies align with constitutional principles, prioritizing public safety. We provide resources to help you push the Board of Supervisors to adopt this resolution.

The concept of a “Constitutional County” is a powerful tool to ensure local governments adhere to constitutional principles. By declaring Loudoun County a Constitutional County, we can create a framework where all county policies—including those affecting towns like Purcellville—are audited for compliance with the U.S. and Virginia Constitutions. This would require the Loudoun County Board of Supervisors to prioritize public safety and transparency, potentially preventing decisions like Purcellville’s from moving forward without rigorous scrutiny.

At Reclaiming the Republic, you will find resources and information on how to advocate for a Constitutional County resolution. This includes organizing community meetings, educating residents about their constitutional rights, and pressuring the Board of Supervisors to adopt the resolution. A Constitutional County framework could also empower the Loudoun County Sheriff’s Office to push back against policies that strain its resources, ensuring that law enforcement remains effective across the county.

3. Demand a Republic Review of the Virginia General Assembly

Loudoun-Liberty.org is organizing a statewide effort to push for a Republic Review. Our site offers resources to help you contact your state legislators, draft letters, and join coalitions of Constitutional Warriors across Virginia and across the nation. By demanding a Republic Review, we can ensure that towns like Purcellville cannot make unilateral decisions that jeopardize public safety without oversight. This is about reclaiming the republic for “We the People,” and your participation is crucial.

The Purcellville crisis highlights a broader issue: local governments across Virginia are making decisions that undermine public safety and constitutional principles. To address this at a systemic level, we must demand that the Virginia General Assembly initiate a Republic Review—a convention where state legislators audit the Constitution and ensure compliance at all levels of government. The Virginia Constitution, Article VII, allows the General Assembly to provide for the organization and powers of local governments, but it also requires accountability to the people.
